So much trouble, you can just open the Cpanel, and find MultiPHP INI Editor on the software section, there you will be able to modify the upload_max_filesize from the PHP INI basic settings.

is 64 mb the maximum limit? can i go upto 200mb?
I fixed it by adding in /etc/php/7.2/apache2/php.ini
upload_max_filesize 250M
